New databases of GESN and FER 2017 and other changes

Order of the Ministry of Construction of Russia dated January 24, 2017 No. 41/pro on amendments to the regulatory framework (state elemental estimate standards and federal unit prices) came into force on February 1, 2017.

The Union of Estimating Engineers proposes that the Russian Ministry of Construction make a strong-willed decision and cancel the “new” estimate standards, introduced by orders 1039/pr and 1038/pr dated December 30, 2016 (while temporarily leaving the additions and changes by order 41/pr dated January 24, 2017) and revise and supplement them by December 2017. Federal unit prices (FER) should be formed in prices as of 01/01/2018 based on monitoring data (FSIS Pricing) and new State estimate standards will be introduced from 01/01/2018.

The new GESNs and FERs have not yet produced anything revolutionary. Yes, it will be necessary to add a couple of “chips” regarding proposals to replace open resources in budget programs, but this has been the case in TSN for a long time. The classifier is very interesting. In essence, these are FSSCs; OKPD2 will have to be added to them, and manufacturers will use it to report on current prices for resources. It will be loaded into the estimate program so that, in conjunction with production systems ("1C"), it will provide convenient reporting on current prices for its own produced resources.
